Look into SCBWI. It's the Society of Children's Book Writers and Illustrators. They have good resources for all levels of children's book writers and illustrators. Look for local events—sometimes editors come to speak at local events.
Follow the editors and art directors you like on social media—twitter is particularly used by everyone in children's publishing. "Like" and make friendly comments on their posts so that your name starts to look familiar to them. Spend some time getting to know them and letting them get to know you. It's not the right time to approach them about a book project—just hang out in their world and be supportive of their work. They're bringing great books to market—it's a big job and everyone in children's publishing is in it for the love of children's books. Be generous and supportive of their good work.
